Talking about key stakeholders, I always perceive the functional heads (business heads, unit head or department head of your team members, supporting unit heads) and senior management are among the key stakeholders we need to carefully manage.
In my experience, the success in managing the respective heads can not be separated on the relationship we develop with them way before the project commenced. Therefore, building a good rapport with anyone within your organization or potential stakeholders outside of your organization is something you should never take for granted.
Once the project is running, it is crucial to show a high degree of professionalism to your key stakeholders, including the respective functional heads. Showing a genuine care to their interests and making sure that their concerns are addressed, documented, and delivered, are the best way to obtain their trust. Taking one example, in most projects, Operations is the unit that receive an additional work, especially due to manual work they need to do to keep things running. Realizing this, it is very important that the key people in Operations are involved from the beginning and to assure them that the project team has invested a considerable amount of thinking to minimize the additional work, or even, to automate the supposed-to-be manual works.

Maintaining an open and transparent communication and keep them in the loop is a positive attitude we need to put in place as a project manager. This can be achieved through a regular meeting or other communication means, such as e-mail, Whatsapp group, update in JIRA (for Agile delivery) or any other media.
